PVG Disclosure Changes
We are sharing a brief update on the recent PVG Disclosure changes from Scouts Scotland.
You may need to take action in your role or support others in Scouts
What’s Changing? (From 1 April 2025)
- Anyone in a regulated role must be a member of the PVG Scheme.
- PVGs must be viewed and cleared by UKHQ Safeguarding before someone starts.
- Supervised volunteering without a PVG is no longer allowed.
- A PVG from another organisation cannot be used to start in Scouts, but we can use their 16 digit PVG number for the ID Check
Who Does This Apply To?
- All adult volunteers (Trustees, parent rotas, activity helpers, etc.)
- Young Leaders/Helpers aged 16–17 (including DofE)
- Under‑16s don’t need a PVG yet but can start from 15 years 6 months
- Anyone 16+ visiting Scotland with Scouts in a regulated role
Who can complete PVG’s in the district?
Team Leaders (team only), Section Team Leaders (team only), Lead Volunteers, Chairs, Leadership Team Members, Support Team Members (team only), 14-24 Team Members, Volunteering Development Team Members, Disclosure Support Volunteers, Managers of the Activity Permit Scheme, Recruiters, Volunteer Safeguarding Leads.
We also have individuals who have a PVG Checker accreditation attached to their role that is not listed above and if you would like to volunteer to be a PVG person for your group, then we can arrange this with you.

We can help arrange PVG checks in person or online.
Why This Matters
These changes will impact Groups that rely on parent rotas and Young Leaders.
Please speak to your helpers early, explain the new legal requirement, and reassure them how valued and essential they are to keeping your section running
We need to get all of these PVG’s completed by the 1st April 2026 to ensure these volunteers can continue to support us.
